What's this slice in the floor of my Eclipse?

While cleaning out the interior on my '03 Eclipse project car, I found this weird cut in the sheet metal at the bottom of the trunk, through which you can see all the way to the floor. Is that supposed to be there, or did a previous owner get clumsy with a saw? I noticed it when I stepped into the trunk and heard the creak of fatigued metal. This pic is from inside the spare tire well, looking back towards the back edge of the trunk space. I know my Cutlass also has a small hole in the bottom of the spare tire well as a drain hole, but this is much larger and isn’t lined up straight with the back of the trunk, which is why I’m wondering if it’s even supposed to be there (and, if it’s not, how it got there).

I’m just wondering if I should put a layer of fiberglass or a bead of silicone over it, or if I need to leave it open as a drain.

Well if you are referring to top right hand corner where its yellowish ...

There is clearly supposed to be sealant.

So either a repair not done professionally -
Or if it´s near rear axle mount he might have hit a curb and broken 1 or 2 weld points and
damaged rust proofing (a crack is all thats needed) and it started to rust.

two things to deal with in the boot

not too sure where the petrol tank is
if safe to do so

I would remove the flammable lining and tack weld (mig or tig ) along the line of cut metal and at the bracket

wont hurt to open up that body filler area where it is rusted to check how sound it is and if ok refill with a silicate

The fuel tank is a bit farther forward, well out of the way of that mystery line. That rusty peely spot isn't affecting anything structural and I'm not planning on keeping this car much longer, so I'm not worried about it. I just wanted to know if that line (the one you highlighted with the blue arrows) is supposed to be there or not and whether or not I should plug it up
