Its really hard to say , i think i kno wut yu are speaking of and then i am also not sure if we are on the "same page". If yu are talking about the charge air piping , a slight oil residue is normal to a most. This is because of the crankcase ventilation system. now if yu have disrupted the vacuum line or actuator to the ABV , (Air Bypass Valve) on the charge air piping this would cause boosting issue. Also if there is a loose connector between the ABV , or any section of the charge air piping between the Air Meter and the throttle plate this will cost boost lost and low rpm power issues.
(Is this turbo or non?) On natural Aspirated Diesels , check to make sure that the air piping frum the intake pipe frum the Air Meter and throttle plate , or that no hoses are disconnected between there also. This will cause loss of power. I am unsure about all yur situation so a little more info may help.
