I was building a 420a eclipse when I decided go 4g63!! 420a mods: CAI, Stainless steel exhaust from the header back with high flow cat, fully ported and polished, stainless steel valves undercut with 5 angle valve job, crower titanium springs and retainers new valve guides and valve seals. 4g63 mods: Blow off valve, Evo III 16g turbo TD05H not the japanese knock off, hardened intercooler piping, boost controler, boost guage. The dam GST is so much faster and its nearly bone stock!!! My rs is silver so is the gst so soon as I got it home I started swappin the bumpers headlights fenders and wheels. The black 17s came off of the gst and ont the RS and my axis mod 7s from the rs went onto the GST. Only prob was the jack ass had it pushing 20psi and had no vacuum lines on it. I put all the vacuum lines back on and turned the boost down to 16psi and ordered a Greddy e-manage piggy back for it. When it gos under boost it fluctuates though its hard to explain any ideas? It will go to 16 and the boost guage will bounce off that spot down and back up. Its wierd.

could it just have to do with there needing a tune after the adjustments you made?

Yeah there is a ebay knock off that actually says evo III on it instead of the real one which says TD05H. Im thinkin it needs a tune but my friend thinks there is a vacuum hose pinching shut when it gos under boost. But I already ordered a Greddy e-manage so soon as that comes in im taking it for a tune!
