The timing belt can stretch, and the tensioner can fail. Eventually the belt will break, but stretching can cause it to jump teeth on the cam sprockets or crankshaft sprockets, thus causing the engine to be out of time. Depending on which teeth jumped, how much they jumped, and in which direction, you may notice a difference in performance. This could be the cause of the stumbling or sluggishness. The first step is to check the sprockets and see if the timing marks all line up. If they do, then your problem probably lies elsewhere, but if the belt has been neglected, it would be a good idea to repalce it and the entioners as soon as possible.
It als wouldn't hurt to check the ignition timing and make sure it is in spec. This is adjustable on the 91-92 models, and there is a procedure for doing it correctly.
