I have a stock 95 eclipse GS-T and i want to push a little more power out of it without breaking the bank. What parts could i get, like intercooler, upgraded turbo, etc and where are some good places to buy.

Its a stock turbo in it so i dont have a boost controller. Would i need to get my car tuned before and after these parts or just after. Also my friends telling my car is running rich, would a tune fix that?

there are many out there, my $40 one work as good, make sure to get a boost/vac gauge, the stock one is not accurate at all

go to an exhaust shop and tell them to make you a 3inch exhaust (around $250). get a short ram intake. do the free mods (bcs restrictor, catch can, etc, etc) get a tubular manifold or a ported manifold, and you will be set for a small, but respectful amount of power without needing a tune or hurting your car.
also get an aftermarket boost gauge b/c like piggylover said, the stock is inaccurate once you modify the intake. the stock one works electronically, monitoring the amount of air being brought in,so any change in that airflow (ie; the intake) will make it's readings slightly off.
do not get a boost controller on a t-25 turbo. it runs about 12-13 lbs stock and with the bsc restricitor gone it can run 14-15 (at least it does on mine). i wouldn't go any higher on it b/c it is a very small turbo.
as far as getting a small gain in power, the above is all you will need if you want a quick, and still reliable DSM that is fun to drive and can hang with most on the street.
as far as injectors go, you really don't need them unless you want to go bigger on the turbo. and that is when you WILL need a tune.
