Need help finding places in VIC to purchase and install mods from.

Planned upgrades for my 05 Lancer are:

17" Chrome, 5-star studded rims - (4 stud)
Body Kit (I'd like to get something a little different other than just an Evo kit)
Hood (with grills)
Spoiler
Tinted Windows (Darkest Legal tint)
Exhaust (Cat-back 2.5 in 2.5 tip)
Lowered
Underbody multicoloured L.E.D's
Interior Neons (underfoot)
Vinyl Artwork
Audio system - Pioneer
7" TFT head unit
600W Amp
2x 6x9" Rear Speakers
2x 12" Subs in a custom boot layot (MDF construct)

Any recommendations for suppliers/installers would be appreciated.

All of the things that youhave listed is quiet impressive and I can't wait to see the end results best thing for you to do is to actually shop around for each of the individual parts each of these places will willingly help you part with your money and fit the parts

As for exhaust I have one recommendation and that is RPW I know they are not over there in the east but if you can give him a call I am sure that he can help you out with a very nice sounding exhaust that will also give a little power
