Hello and I have a 92 Gen 1 non turbo 2.0L

the car runs fine accept that it surges in rmp and will not idle
this does it all the time.
When it first starts up it stays at 2500+ rpm for about 30 sec to 2 min
then it will calm down for a few seconds and then it surges up and down
ohh...uhhh...ohhhh....uhhhh
up and down
1200 to 1700 Rpm
it also has a slight miss when it is idling normal, something that happens very infrequently
So, I have checked the wires, also torn the intakeapart, Throttle body; the vac lines on the top are all clean. The IAC motor was apart and is clean and I do not think that the EGR has an effect. If so let me know, however this is used at higher RPM and I have not touched it.
I know that intake gaskets are a problem however that is typical at normal op temps.

Check your coolant temp sensor. If your car never senses closed loop, it will keep the RPMs up to enrich the air/fuel mixture to warm the car up.

surges up and down and up and down like a yo-yo ? pretty sure it is the IAC (ISC) you can do a test on it. just take it out and plug it in and start up your car. by doing so have some one hold the sensor and see if its moving in and out went you try to start your car.

If it runs fine then its probably not the compression, but I would test it anyways.

that sounds like the biss (base idle set screw) is out of wack, you need to ground out teo connectors, one on the firewall near the battery (it just hangs there connected to nothing) the other on the diagnostics plug on the fuse box, I can illustrate the plugs on here but you can find them on www.vfaq.com

oh almost forgot, after you ground the plugs you have to adjust the biss screw, you turn it in to lower, or out (counter clockwise) to raise the base idle, that should fix it.

Thanks on this tip I actually did this and the results were nothing

Do you have an idea on how to test the coolant temp sensor, what resistance it should be at?

w/o taking out the sensor I unplug it and nothing happens, just surges.

When does the IAC kick in?
What is the primary function?
