I think that's the By-Pass Valve for the Turbo.

its a re-circulating dump valve, i have replaces mine with a forge type rs but am having problems getting it to work without the ecu light coming on

its the blow off, watch out it vents back into the system, blow off without feedback into syst. doesnt work because airflowmeter gets upset
