So you have O2 dumps?
well, anywho... I'm still confused. did you use the actuator off the new turbo or the old?
the actuator on the new turbo may be set to open at .5 bar.
you can change that by getting a boost controller.

or you can test the turbos by removing the vacuum line to the turbo.
This should keep the wastegates closed. Be careful, though, as you'll easily overboost your engine, and you WILL kill it. If you still hear the dumps opening, then yes, the exhaust is forcing the flapper open.
Just get on the gas progressively, and if you see the boost go higher than .5 bar, let off instantly, as I have no idea what your car will safely boost to.
Which is another point that should be made. with a bigger turbo, at .5 bar you may have the same CFM going in your engine as the old turbo at .8 bar. you will need to watch your A/F and knock count.
If the wastegate is opening, you can "shim" them with washers, ghetto style. or get helper springs.
Or hook up an air compressor and see if the waste gate moves... that may tell you something. (like it's set to open at .5 bar.... :) )
