To me ricing means to take a car and doing things such as:
  • putting a wing on a car that does not need it, especially if the car is not going to be raced.
  • lowering a car and putting huge rims with 10% profile tyres on it, requiring the **** driving it to crawl over anything bigger than a pebble and giving a ride so harsh that it would make a fish seasick.
  • sticking one of those massive exhaust tips/expansion chambers on a stock standard exhaust system, claiming "it improves performance", when all it does is use the shape of the end to indicate the owner's IQ.
  • making up bogus claims about the performance of a car but when challenged saying that it costs too much to take part in a trackday while playing mindless crap through a multithousand dollar sound system that causes the car to rattle, indicating how poorly it is put together.
  • doing something tasteless like sticking a rotary in a BMW
  • owning any car with a rotary.

I would say that the "RICER" in Las Vegas is more of an attitude that people have on the local scene. If they don't like the car, or approve of it not being a main stream build, then they call it rice.
