It depends what you mean by weak. Will it handle lots of turbo boost? No, it was never meant to be turboed, so it will handle 6 psi of boost without an engine rework (new rods and pistons). The US Lancer is an economy car, not a performance car. Engine swaps aren't as easy as they sound. A 4G63T will not simply drop into a Lancer. The Evo and ES/OZ have different chassis's CS6A vs. CT7A. Engine mounts are different, cam gears face different directions, tranny are mounted opposite of each other. If you want to do serious modifications under the hood to make the engine and tranny fit, the cost will be more than buying a used Evo. You'll need the engine, tranny, driveline, ecu, wiring, etc. That will probably be $10K, and another $10K in labor to get it to fit and work. Check out the posting in the eclipse section. After a little research I found that there is no JDM Lancer. It's called the "Cedia" and it uses a totally different engine setup that the USDM Lancer. I found the info below after searching on google.
The JDM Cedia uses a much different engine and transmission setup than the US Lancer. The Cedia uses a GDI (Gasoline Direct Ignition) engine mated to an INVEC III CVT (continuously variable transmission). While the engine code for a similar Mirage engine (4G93, and a possible source for parts seeing as the 4G94 is possible an overbored variant) is still in use with the Cedia, it is a completely different animal designed to be used with the INVEC and GDI systems. The engines are also using twin cam designs. In essence forget using Cedia engine and transmission componentry for the USDM Lancer. Another interesting feature to note is that while the Mirage 4G93 utilizes a distributor to fire the spark plugs, the Lancer is distributorless. Whether or not this could cause issues with parts is unknown but, it's more than likely it won't have any effect. Externally, there are 3 distinct body styles with several variants internally in the cabin. There exists three types existing in the JDM, USDM, and Chinese types. Front and rears on the three vary significantly especially on the Chinese version which is 90mm longer than than the JDM version. Suspension components from each model should be interchangeable but as of yet, has not been accomplished. The only suspension componentry that could possibly work from a JDM Cedia would have to be sourced from the FWD model, seeing as there is an AWD model available of the Cedia as well (I do not mean the Evo.) If you visit www.poweraxel.com you'll find some parts for the Cedia by Ralliart. So much as I can ascertain, the only componentry that will fit is the drop-panel filter, the strut bar(s), possibly the lower front braces, possibly just the front cables from the braided brake line kit and the radiator hoses.

I'd say no, it's not worth the money. The 2.0L lancer engine is underpowered and not worth upgrading, when you could save your money and buy a Evo down the road, or even a Ralliart is much quicker than the ES/OZ. There are not any motors that will simply drop in.

To also go off this, putting a right-hand drive engine in a left-hand drive car is difficult. It would require remounting various components, one being the power steering pump (on most cars).

Yes, but it would require lots of money. First you need the following Evo parts: engine ecu wiring harness accessories (power steering, air conditioning, alternator, starter) Fuel injectors fuel pump Then you would need to figure out how to install it in the engine bay of the OZ. Since the Evo and OZ don't use the same chassis, you would have to figure out how to mount the engine. Then comes the drivetrain issue. Either you have to get the tranny, transfer case and axles from the Evo. Or you have to get a custom adapter to allow the Evo engine to connect to the OZ tranny (which would probably blow up from the Evo engine). Last time I crawled under my car I noticed there isn't clearance to run a rear axle to power the rear wheels. If you want an Evo engine, why not just get the front clip from a 2G Eclipse GST. The Evo engine is an improved version of the GST engine. It's front wheel drive, so it would be easier to adapt to the OZ. The hard part would be mounting the engine. Good luck.
