I've now sorted my problem and here is what I found out. There are probably at least two reasons why the dip lights may fail but everything else is working:
1. Headlight relay. This is under the hood behind the battery. Even though mine is entirely in Japanese I was able to determine that the headlight relay is the second from the bottom right when looking at it from the side of the car (driver side on a right hand drive). Since my marker lights were working and I discovered that that relay is the bottom right relay, I swapped the two. Since it didn't solve the problem (and since the other relay was known good ) I figured it was not the relay.
2. Burnt out bulbs! Although I didn't suspect this at first because both lights went out at the same time, it turned out that this was the issue. It seems one must have burnt out and took the other one with it.
After replacing both lights, my problem was solved.
Btw, if anyone has trouble figuring out how to remove the headlight, like I did, here are a few tips. The connector is just pushed on, don't twist or push or pull. There are no tabs but it can be difficult to remove without first removing the bulb as well. The whole thing has a rubber boot on it which you just peel off using the tap at the top (see attached pic). Once that is peeled back, there is a metal clip holding the bulb in( see pic). Do not unscrew this, it merely unclips by pushing down on it and up a bit, then it swings out of the way, allowing you to pull the bulb out. Then take the rubber boot and pull it all the forward over the bulb, exposing the connector. There is a small tab to one side under which you can get a screwdriver and get some leverage to pry the connector off a bit, then the rest you can pull off by hand.
Putting the bulb back, it's best to put the bulb in without the connector and the boot. Lock it down with the metal clip, then slip the boot over it and finally push the connector back on.
