Help!

My high beams on my 1990, L300, Exceed will not switch off. When I start the vehicle the high beams are off, but when ever there switched on; they will not turn off. The only way to lower the headlights is to restart my Delica.

I just removed my daytime running light wiring and re-did all connections behind the light assemblies. Could this be a problem with the light switch or a relay?
