hello, need help! is it legal for a dealer in kuwait to sell outlander 2006 as 2007?

It's actually legal if your country did not import the 2nd gen Outlander yet. If you dealer is a legitimate Mitsubishi dealer, then they probably can. The 2nd gen Outlander was originally an 05 Outlander in Japan but was marketed as an 07 Outlander in the US and other parts of the world.

The easiest way to check and see what model year a vehicle is, is to check the VIN (Vehicle Identification Number) which you can find on a plate in the drivers door jamb and at the bottom left (drivers) corner of the windshield. It is a 17 digit number that is made up of letters and numbers. the 10th digit is the model year of the vehicle ( 1 - 7 = 2001-2007 model years 2000 and older vehicles went according to letters of the alphabet Y = 2000). If the 10th digit is a 6 then the vehicle is a 2006 and if its a 7 its a 2007 model year. If they try telling you something other than that, then they are lying as that is a world wide standard means of itdentification.
