in order to "clog a cat", the car will need to have run incorrectly for a great amount of time. The only thing that will ruin it is excessive heat and or fuel. the only way to do that is to run around with a misfire for a while, which would be completely noticeable to anyone driving the car.
im afraid that catalytic converters just dont "clog" anymore due to modern fuels and injection systems.
They can and do wear out, and can fail in other ways, however. It would also trigger a "check engine" light for many different issues, from misfire, to a failed cat, to incorrect fuel trims, etc.
