Replacing the intercooler wont do anything for your acceleration. plus the evo 7 one is mint so you don't need to do this at all..
easiest way to increase your acceleration is:
1, aftermarket intake piping (as straight as poss) and pod air filter 2, high flow exhaust system (remove Cat if its legal) 3, Boost controler (electronic one preferably) so you can up the boost a bit, and change the lag time etc.. 4, Larger injectors (750cc or so) and high rated fuel pump (walbro or similar) 5, forged internals (engine) 6, external wastegate with screamer pipe (not sure about legality from where you are from) 7, bigger turbo and custom manifold etc (you'll need this for the external anyway) 8, after market ECU system then get it tuned by ralliart (sometimes people get this first as it means you can tune each part as you install them which is a much safer way to do things.
Remember modding anything is going to take away the reliablity of the car.. so best thing is to make sure you've got everything checked out before you install anything. Thats why a tuned aftermarket full ECU (not piggy back) is a good first upgrade.. as it'll tell you problems before they happen.

STart with ECU!!!!!! Haltech or Motec! Motec had a direct plugin for the EVO 8, and it may be easy to make an adaptor if you can get your wiring details.... or just get the std motec m800 and get it installed... descent tune will be heaps...
regarding mods, I dont necessarily agree with the previous suggested order.
All pro motorsport companies (ARC, WRC etc) have restrictions of course, but talk to them and they will also advise ECU first.
Speak to HKS UK, ask to talk to engineers, they'll tell you the best improvement is ECU.
Onec that's done, get a wicked head gasket, electronic boost controller and do some research on the fuel pump (usually not needed, wait till test n tune to see), tune it with two levels, and the internals will be fine for upto 24psi as they are... the std internals are second to none. Leave the turbo till last.

Cooler spray.... use as manual... auto really isn;t smart enough....
go to autospeed.com and search for a DIY Intercooler Spray or Smart Spray or something along the lines. The author is well renound in Aus, and explains everything perfectly.
Also, most evo owners know ****! inthe US that is.... how long have EVO's been in the US. as long as my schlong...
the UK has a lot of info, Aus quite a bit, Japan all of course... good luck there needa translator handy....
sriously, electrronic boost controller, thiscker head gasket (HKS) will allow hiugh boost safely with your internals, ECU, then do what the hellyou want after, but not much else willbeat you if any....
