i bought a second hand 98 galant with 300k mils.

1) how do i check for the brake and clutch wear and tear.
2) when i start the car when the engine is cold the is a loud screeching noise, i suspect its the fan belt?
3) any other preventive maint i should do i have cheange the enigine oil, brake oil, power steering, air filter, oil filter .

please advice
