I think the issue is lack of rides. Also, once voted - there really is no feature page to show the winner - so it's VERY easily overlooked.

Coming into a main page or some type of portal at the beginning that summarizes a few major announcements and features a voted ride, and then enter the forums would be ideal.

That would build incentive - to be "that car" on the main page of a high traffic site for 1 month. :)
