I recently purchased a 2003 Galant ES, I'm new to this site, and need help!

About one week after I purchased the car, the heater/ac settings 1, 2, and 3 don't work (the heater acts like it's off). The only setting that blows any air out of the vents is the 4th (high, and it works great). Any suggestions on what the problem is and what the fix is?
