Sorry for the delay but I just noticed your question. Usually it's because of upper control arm failure. If you set your knees each side of the rear wheel and grab the top of the tire and pull towards you. There should be no movement or klunking noise. If there is you need new Upper control arms. The eccentric bolts you saw adjust toe-in. You can add eccentric bolts for camber if necessary by knocking out the welded metal tabs(see picture) where the inner bushing of the lower control arm bolts-on. Bolts are the same as toe-in.
But more than likely you won't need these if you replace the upper control arms. If your mechanic is handy he can add grease nipples to the bushings to prolong life. You can visite my garage and see pictures of my modified upper control arms and dog bones.
