need help ID'ing this part

i am doing a swap of the TB and intake mani from the 3.5l delmonte and putting it on my car. this picture is of this swap done 2 years ago and the member that did it doesnt exist anymore. i am swaping it onto my 1996 dodge avenger. and i dont know if i need it and what it does. thanks for any help.

Just that one blue pipe going into it?i dont know what it is,looks a little strange as it doesnt appear to do anything??

best guess an antipolution part

its a vaccume operated dash pot

probably to feed in unburnt gasses into the throttle body again

temporarily blank of the pipe ends and see it the motor runs without it

ya i thought that was a ERG but there is another one mounted to the the back side of the plenum. but with 3 hoses running in about of the TB i figure both at actually serving that purpose.
