Try backing off the filter a bit (don't lift off base) and retightening, if that doesn't work, the filter must be replaced (remember to oil the seal on the new filter). Oil leaks can be tricky, though, are you sure it is coming from there? Other possibilties are the front crank seal, the oil pump-to-block gasket (your filter is actually mounted on this pump body, not the block), the cam seal or even the distributor O-ring seal. These could all produce oil collecting around the area of the filter base.
