your tech is stupid you need both in order for the whole turbo system to work.

The wastegate and BOV are the safety parts of the turbo system.

The Wastegate keeps the turbo from over boosting and blowing up your motor.

The BOV keeps the air coming back off your throttle body plate from smashing into the turbo compressor wheel causing it to stop and rotate backwards which is horrible for the turbo. (the being forced to stop part)

There is a way to run with out a a BOV and have the wastegates dump the excess air... but I am not familiar enough with it.

You must be thinking externally dumped wastegate. Still need a bov though.
