Before you even buy the car, make sure you know what the MSRP value on the car is! Edmunds.com is one of the best sites to go to when researching prices for new vehicles. That's how I got my Lancer for invoice price. Also, don't stop negotiating on the price of the car! There is no reason why you should be paying an absurd interest rate as well. I got stuck with a 8.99% interest rate (another dealer I spoke to would have given me 4.9%... now I have to refiance my car just to get 5.25%). Now then... on to your car... and a DETAILED reply :)
Sun and Sound are a nice option to have since installing your own sunroof isn't cheap. I'd think twice about the leather because you need to keep it maintained well. Plus, it reacts to the ambient weather too much... nothing is worse than burning your thighs on a hot leather seat (or worse... your girlfriend's thighs).
White does look sharp and dispite what you mother says, it actually DOESN'T show dirt on the car. Unfortunately, you only see a slight difference when you just wash your car  You shouldn't worry about your car rusting because it's a brand new car (and most of the car is made out of sheet metal or plastic). Black shows dirt WAAAAAY too easily. Rally Red is a nice color and it does attract more attention (including cops), not to mention it actually will INCREASE the price of your insurance. The dark grey (gunmetal), lighter silver, and electric blue pearl are the best options (unless you are getting a 2009, then it would be Octane Blue Pearl).
Scuff plates aren't really worth it because of where they are located. Nobody is going to stand on that area to begin with. I have more foot prints on the black area next to the scuff plates! (For an image reference, click

Finally, the metal gas lid only looks good on some colors. Gunmetal and the lighter silver are prime choices, maybe white too. I saw it on a 09 Octane Lancer and I wasn't too fond of it, but it's all up to you.
As far as waiting until June to find out if new stuff will come out, I don't think you'll be missing out on much. Whatever comes out for our cars will be available to the public anyways, so you can always go back and upgrade. The only big thing that could come to my mind are OEM HIDs and projectors, which would definitely be worth waiting for (but there is no word on them yet).
ENJOY!
