Price Checks On Basic Mods?, Newbie Questions

Hey guys i finally got my Lancer GTS 2009, black :]
I was wondering how much it would run me to buy some of the following mods, AND have them installed by a body shop or something.
Exterior: -30% Tints on the rear windshield, rear sides, and front side *Got the price for these, about 160 in NY.
-Black, Chrome Lip Rims *Thanks Willy, 100-500 /ea
-White HID Headlights *Thanks Willy, 250 kit -Blue LED Foglights
-Tints on the rear lights
Exterior: -Intake/Exhaust System (I dont just want sound, a gain in some HP would be nice.. but what can i say, im only 18 and i AM attracted too a ricey, deep grumble)
* I am also aware that many of you are waiting for more after market parts on the 09's. Is there something i can look forward to and is already priced?
I'm very young and working two jobs atm, (320/wk) so i am not looking for the best, top end items, mostly looking for bargains. Oh, and before people start ranting about how spoiled rich kids get their parents to buy them cars, i paid half ;p -> Benefit of getting a paycheck and not having to pay bills.
I will update these prices for others as soon as i find them, i couldnt find the prices somewhere else in the forums, if somebody does, please redirect me there.

Important note about tints, the 2008 Lancers had issues with the weatherstripping on the inside of the window scratching up the tints. Not sure if it was fixed on the 2009's, but you may need to purchase the moleskin felt to protect your tints. This will run you about $30.
Rims can cost you anywhere from $100-$500 a rim, depending on the size and brand of the rim. Throw in another $100 per rim if you need to put tires on them.
MobileHID.com is the BEST place to shop for HID kits. Worth every single penny. If you want pure white, I suggest 5000K. These will cost $250 for the entire kit. Do note that you will need some kind of DRL bypass for the HIDs. Without it, your HIDs will flicker while running in DRL mode. See the sticky on the Interior/Exterior forum for full details.
I advise against blue fog lights because blue light is dangerous when driving in foggy conditions. If you don't have issues with fog in the area you live in, then the blue will be fine. Unfortunately, I have yet to find a reputable brand of deep blue H11 lights.
The tint shop that quoted you for your windows should be able to do your rear lights as well. I'd advise against it because those lights are meant for other people to see you are braking. By tinting them, you reduce the amount of light that gets through.
If you want the best performance, the Injen CAI is your best bet. If you want less performance, but want to save more money, you can always go with the RRM intake. If you just want pure sound, go for the free SRI mod by removing the stock duct tubing from the stock airbox (props to HomieG). This will produce a SRI-like sound. Just be prepared to replace/clean out your filter more often (this can be remedied by placing a mesh covering over the gap).
I haven't had a chance to play with any exhaust set-ups yet, but Greddy's Ti-C seems to have the best sound. The Works AB exhaust is basically a muffler delete (just a pipe). You can always have a mom and pop muffler shop fabricate you a custom cat-back exhaust for much less than brand name. Just be sure you don't go over a 3" pipe and they are using stainless steel parts. Last thing you need is a rusted exhaust on a 2009 car.

Heh, no sir dont want to just remove something to make my car sound something like its not. I will probably go with a RRM intake. It saddens me to see kids who drive a 150 HP civic and have an extremely loud exhaust. Kind of poser-ish IMO >_> . But thanks for the advice, i may reconsider not tinting the tail lights, depends on how much they cost. I know i will lose some brightness, but they look so nice in the daytime! Cant remember the name of who had it done, but its somewhere in the thread with the pictures of all the modded gts's.
