it is possible to do a 4G63 head swap on a 4G64 block. remember though, the non turbo motors for the G1/G2 eclipse is a 420A motors (dodge motor) the motors that come on the stock Turbo G1 and G2 eclipse is called a 4G63T. if you can really get a G1 4G63T head for a $100 i say get it and do the switch. yeah it may not give you as much HP as the EVO head will, but a SOHC to a DOHC swap is enough alone. also with the 4G63 head you don't have to worry about hood clearance. the EVO head is a lot taller than the 4G63 head.
if you do get the head, while its out you might as well port and polish it. i'm not sure, but i believe that is another modification that the EVO head comes with and the eclipse head does not. aside from larger piston head clearance, and being polished and ported. i believe they are practically the same. you can bolt a evo head on a G1 and G2 4G63T motor. so why if the evo head will bolt to the 4G64 block would the 4G63T head not do the same? well it does, so don't even worry about it.
i believe after you buy a evo head you have to get a custom head gasket made for it though. might be true as well for the 4G63 head swap, i'm not exactly sure about that so don't quote me on it.
hope that helps you a little better. i believe the pinned post about the evo head swap does talk a little about how the 4G64, the 4G63T , and the EVO motors are all similar. something about the 4G64 motor being a SOHC but stroked version of the DOHC 4G63T motor, and the EVO motor being a performance equivalent head for the 4G64 motor.

hes one of the most informed members on this forum in accordance to modifications for Mitsubishi. i also think he is a Mitsubishi tech. he drives a bad*** EVO. hes usually active in the lancer forum threads.
