 Break Drag, What can I do to get rid of it?

On my rear, left wheel, I notice when i make a left turn, i hear a rubbing noise, like a wire brush rubbing on something. I have a mild case of break drag. Now both the rear breaks are drums. Is there anything I can do to get rid of it? could it be the e-brake? is there anything i can or have to adjust on the drum if i take that wheel off? or do i need a new shoe?
