If you want highbeams with the BEST illumination, then go for the GE Nighthawks.
If you want highbeams with the HID look, then go for the Philips DiamondVision in 5000K.
You do NOT want HIDs for your highbeams since most people use the highbeams for a quick "flash." HIDs take 5-15 seconds to fully warm up, so flashing HIDs can harm the life of the bulb and ballast.
Now when concerning foglights, there's two paths you can take. If you don't mind spending the extra bucks, you can go with HIDs here too. 5000K is a pure diamond white whereas 4300K is a white with a slint of yellow. 4300K offers better illumination than 5000K and it also mimics real sunlight, so you don't feel so fatigued after driving with them on late at night... but with the 12000K low beams, I don't think that's a huge concern right now.
If you're on a tight budget, I would recommend Hoen's Xenonmatch halogens. I have them for my car and they compliment my 5000K HIDs very well. Because of the blue bulb, the foglight housing looks a little blue. The light they emit is nearly a pure white. They run $30 w/out shipping and handling.
