1989 Montero. Switch is functional and I can hear the motor turning. Is the likely failure mode cables that move the roof?

Easy way to check. In your toolkit you should have a cranked allen key. This is for closing the sunroof in an emergency if the motor fails.
Remove the "Power Roof" badge and you will see a socket to put the allen key in.
Try and open the roof by tuning with the allen key.
If it's really tight then the chances are that it's not the motor.

Another way to check, but more time to do, you can remove the glass sunroof panel fairly easily. It's only a few nuts inside the car under the covers. Once this is off you can see the two carriers for the glass.
They should both move easily in the guides.
