what fuel pressure are you running?

the turbo should be boosting before 3000rpm. is it a knock off or the actual mitsu turbo? does it have an adjustable wastegate actuator?

exhaust piping is just fine for intercooler piping as long as it's stainless. you don't want it to runst. i've used it for years and so do most performance shops.

your air fuel gauge isn't accurate unless it's a wideband. just ignore it

43 psi is stock pressure. you won't know what your pressure is unless you hook up a gauge.

much of these answers can be found by searching

it sounds like you are fuel cutting, what is your boost set to?

If you don't have an MBC and your actuator lines aren't hooked up right you could be running open wastegate, thus hitting fuel cut immediately at 16 psi.

Don't worry about the spool time as you don't have the fuel mods to support the boost that turbo should be running at. Get some 650 injectors.
