What Is This Part?!?!?!, Part Identification

 Does anybody know what this part is? It came off of a 2003 Eclipse GS. Although I'm not too savvy on the terminology, it appears to have come off the front side of the throttle body, just below the intake manifold? It appears to have to do with vacuum. The vehicle was revving itself to about 3k rpm before going down and hovering around 400, then stalling. There was also a smell of fresh exhaust/partially burned gas coming from the location of this part. The next question is how to fix it????? Any ideas!?!?! Thanks everyone!! J.J. P.S. 4 or 6 cylinder?
DID YUR EGR VALVE BREAK INTO PIECES??!!..
or the peice thats inside the idle speed control , part of the idle speed control mechanism, if its like under the throttle body. The area it popped out frum , is there 2 small hoses going to it , like little coolant hoses? I think its a portion of the idle speed control

It's a 4 cylinder, 2.4L. And that's what I'm wondering, is it my EGR valve?? I've looked all over the place in the online manuals that are available but I'm having trouble pinpointing exactly what this part is. Here's a picture of what I think it might be, but I can't find the image with a label...I put a red arrow where I think this came from. Any ideas??

The ISCV , the whole thing needs replacment. That Idle speed control Valve will most likely be very costly at a parts shop. I suggest if yu can going to a local salvage and yu taking the complete throttle body frum an 01-05 model Galant or Eclipse. It will be near impossible to get the valve part that popped out to seat back in, anyway it looks like the capped area that goes on it is missong , there is a spring loaded up that goes on it with retaining screws , about 2, i think its in disrepair.

actually that part is the engine warm up recirculation shut off actuator.
when you start up your vehicle it is cold. this item cold allows the hotter air directly from the exhaust to circulate directly into your throttle body, this of course is bad for fuel economy and cooling of the engine, yet it allows your engine to heat up as quickly as possible. (at about half operating temp this actuator will shut off the warm up input shaft.) driving a 4 cylinder Gen 3 eclipse before its half warmed up is super bad for your fuel economy.
as your engine heats up the coil spring heats up on the shaft of this piece, pushing and twisting the recirculation area closed.
its a non serviceable part, if it fell out get a new screw and put it back in. no need to wind the spring or anything. just slid it in and twist it so the screw holes line up.
i have had a few customers ask me about this part before.
