 Rubbing Noise Coming From Rear After A Good Rain, origin of noise

After a good heavy rain have a loud rubbing/grinding/flopping (almost sounds like a flat tire) noise coming from the rear - sounds like the driver side. Not when accelerating or in reverse, only in first gear and only when reducing speed to first gear. Once dry, noise stops. Any comments/suggestions/experiences with this problem?
