hey, i'm new here and i got a 1999 eclipse rs not to long ago and it's in good condition, and totally stock. i am in college so i don't have a lot of money but i slowley want to start to learn and make my car very fun to drive especially on windy roads since there are a lot where i live. first i want to get some new rims and tires, and then maybe work on the suspention and i don't know what after that. So anyways, i'm thinking some 17" or 18" black rims, any suggestions? i'm wanna keep it really cheap which i know isn't the best but i am hoping like $130 per rim. so what u guys think, 17 or 18? and then tires, i don't want super low-pro since they are expensive, but semi-pro i guess, idk, i'm really new to this so any help would be great.

Go to sears auto center they always can find good wheels on clearance or on sale. I bought my 17" Motegi MR-7s for $380 for all 4.

17's are most likely what you want.
I can't really recommend a place to go though, since I work for a tire distributor (my prices are super low, $52 a piece for ICW Racing 17" Osaka wheels).
Before you do that though, I recommend checking the mechanical aspects of your car, and make sure that everything is sound. After that, go nuts.

Tires.com Great pricing. They just started charging shipping BUT they lowered their prices to compensate. Never had an issue with any aspect of their operation.
