 first, u check with the dealer, how much will cost u for a new panels than you check with the repair shop, how much will cost 4 the repair. if the repair cost is almost equivalent 2 replace a new panels, than i suggest is better 2 change a new 1, off cause if the cost is much much cheaper than u can put 4 repair.
 another way, what we often do is 2 fit a flat head shining inside hexagon bolt n rubber sealed cover out the factory hole n is made your car look even sporty.

New panels? Are you cracked out? If you want an easy quick fix, throw a couple stickers on there. A step up would be using some bondo, some sanding and some paint. Above that, the best is to weld those holes up, use a light filler to smooth out the surface, then paint.

Rob got it in one. Your best two options are to use some bondo on the holes, sand, and paint. This is not the best fix though, as bondo is fragile with out a backing, and may crack, and fall through. Best way period, is to weld the holes up with a MIG, then bondo, sand, and paint. You could also use fiber glass on the back side of the holes for a good backing, then when it is dry, bondo, sand, and paint. This would be your second best option. Good luck.
