I e-mailed em to see if this is the old trick the motor into thinking it's cold outside and I'll let you guys know what they say.
If this is a true chip mod would this be installed inside the ECU or at least right next to it?
I have seen and bought the trick the motor chip/resistor in a box mod (Never installed it to see if it would work fuzzy pics of directions) but this at least looks legit :P

A true chip will need to be socketed into your ecu. A true chip will change the rev limiter, delete fuel cut, and others... not just claim to give you HP

Drives: 1996 Talon AWD. Built, but no longer drives: 1997 mitsubishi eclipse RS; 1990 Talon AWD; 1995 Talon AWD, 1997 Talon AWD. Seems like a pattern
chips work for higher displacement engines like diesels. they don't work for small disp 4 cyl engines

Yeah the only thing that even remotely worked was out for the GST/GSX. It was a chip that came with a manual boost controller. Truth be told, the additional hp came from the MBC, not the chip. The company was later exposed as garbage and took that crap off the market.

If I had only looked at the picture I would have thought it was socketed into the ECU as well. I didn't even see any wires anywhere. I looked in the description and saw what was included and it was material to splice in a wire.
