I bought a cold air intake for my car back in the spring that runs down by the wheel well now that winter is coming around the corner and i dont want to accidently take up some kind of water can i take out the tube that runs down to the ground off and connect the filter directly to the MAF?

Yes. That's converting a CAI (Cold Air Intake) into a WAI (Warm Air Intake).
