can a 97 bumper of a gs fit on a 95 gs? do i need new lights or anything? thanks

Yes, it will fit.
As far as I know, you will need the rear reverse lights for te rear bumper (they are different), and for the front you will need the 97 style headlights, since the 95 - 96 are different as well.
