My 92 $500 junk-box has the active aero spoiler. What’s the deal with that? Weren’t those only on the turbos? I read that they activates at 30MPH or so...

...is there a way I can test it in the garage since my top speed so far has been about 5MPG, pulled by chain.

it activates at 50mph, DEactivates at 30
Yes, they were only on the VR-4s
if it's functional, you should have an AA switch right below the radio in front of the shifter. pushing the left side should make it activate.
But save yourself time and see it it's even plugged into anything. the harness is right under the hatch trim.

If by radio you mean the big gaping hole in the middle of the car, I found it...

The only switch below my "hole" is the cruise control. I have a lot of missing items right now though.

I took a quick look around the back and I don't see any wire harness - it must have been pulled off a salvage VR4 and poped on this sucker. Or maybe they swapped the whole hatch back. Who knows. Maybe I'll get it rigged up to a manual switch somtime.... I'm focused on getting this sucker started for now though.

stuck in the UP position.
You should take it off to see if he cut a hole in the hatch for the center screws; chopped the center screws off and neutered the wires; or if he actually used a VR-4 hatch.
You can lower it manually if you need to as well.

My guess is he just bolted it on there with no intention of it ever working.
