Bondo + careful sanding + repaint
or get a couple rubber o-rings and those trim anchors/plugs. They're the ones that have a curved top and then the ribs that are used to latch onto the underlying panel in order to secure a top panel to it.

ie.

You could also use the stock screw mounts for the license plate (the pieces that are encased in rubber and fit in the hole already), or just the rubber portion as I did. I didn't think of the o-ring method until a week later (duh).. now I lost them forever.

Place o-ring behind, and push plug into it. Best if it's colour matched to the middle section of the bumper, such as if you do a respray like so many of us have.

ikona is selling color matched bumper plugs. They snap right into the holes and look great.

You can buy these, sand them down, use adhesion promoter, and paint them the same color as yor car using touch-up paint......OR for about a fifth of the price, buy them from ikona

Noticed you have a 2009 Lancer. If it's Octane Blue Pearl, you can have mine. ikona accidentally sent me OBP plugs instead of EBP. He said I can keep them, but I have no use for them.

You can take them off my hands if you like.
