Drives: 1997 Pajero 2.8 TDI
Three radiators. big one = engine cooling. Smaller one in front = aircon condensor. Smallest one with own electric fan underneith these = ?
If this is an oil cooler, how do I test it?

The Gen 1 and Gen 2 might be different. Can you send / post a picture?
The Gen 1 has 2 condensors for the A/C, an oil cooler and if automatic, an oil cooler for the auto box.

Your 2.8 has a built in oil cooler:
