an led test lamp or a volt meter is needed
to check power is getting to the lighter

if you push the lighter in and you get no heat
it is possible the element in the lighter head is broken

a guess
the cig lighter is usually connected to the radio fuse /or interior lights
on most modern cars

sometimes the wire connected on the back of the lighter comes loose, so remove panel and look on the back, and yes the fuse is same for interior/gauge lights

had the same problem in colt 97, but then i also noticed the electric mirrors stopped working. i checked the fuse box and found a blown 15A fuse. i replaced it and walla both working. the fuse box is under the steering wheel on the left, i dont have the cover or the diagram so i just checked them one by one.
