is there any way to have the low and high beams on and then switch to lowbeams when i am doing city driving

Unfortunately the Outlander has a shared low/high beam bulb, so, to my knowledge, no. Were they seperate bulbs, then there are kits available. You can buy bulbs with a higher output than the 55/65, Ithink they go to 65/100's- but probably on the not so legal side.
