Hi,
I just bought JDM angel halos for my 2000 eclipse. It has the regular 3 prong plug to plug into my factory harness. Then is also has two more wires. A positive (red) and negative (black). Basically that is supposed to function the ring around the light, I am assuming. It says to hook the red wire to the red wire on the side marker/parking lights and the black to the black wire. I don't understand what I really have to do here and don't want to cut something I don't have to.

you need to splice the turn signal wires and connect the wires from the halos into the turn signal wires. you are doing this so that when you turn the turn signal lights on, the halos will come on

Ok, from what i see there are 3 wires going to the turn signal. green black and red. You are saying basically cut the black and connect the black to the turn signal black and tape them together? So it looks like 3 wires basically. Because it will be connecting the halo, the turn signal and then the source? Same thing goes for the red.

no. you dont want to completely cut the wires. you want to expose the inner wire but not totally cut it. you are connecting the halo to the ground wire(black) and the power wire(red). the green wire makes the turn signal blink(and you dont want your halo to blink like a turn signal)

Ok, so basically remove some of the insulation but not cut the wire in half and retape it all. Do I need to unplug my battery to do this?

yes that is how you do it. i would unplug the battery. if you know how to solder, i would do that. but you can tape it. however, since the tape will be exposed to the elements, it might not stay on for long.

If you stand really close they look kind of yellow but very little. If you stand back they are white.
