Drives: 1992 Mitsubishi RVR 2.0 twin cam

I have just purchased a rvr 2.0 twin cam 5 speed as a second car but it wont idle on the normal idle settings. But if you turn the idle all the way up to full, (no more adjustment) but the motor runs fine and idles too but surges and almost dies. any help on what the problem could be is greatly appreciated.
