I'm not sure exactly what it is, but it's a type of light oil possibly sewing machine oil. mine leaked out ages ago and I was able to drain another broken one to get the oil. it'll be the casing split behind and so the sooner you get it out the less oil you'll loose (and the less oil will be dribbling all over the place). When you've replaced the fluid, I used a syringe for that, then you'll have to glue it up again around the edge.

I would not use sewing machine oil and definitely not mineral spirts even to clean it as it will damage the plastic parts. I'm not sure exactly what oil is in the gauge but I would presume that it is the same as a dial pressure gauge which use a light weight silicone oil. This oil dampens the gauge, provides lubrication and keeps moisture out. It does not form bubbles which can affect the instrument if they get trapped on the surface of the parts. Call a gauge company and they will generally send you some for free.

Others have used the oil in marine gyroscopes w/ good results.

Here's a write-up on how to fix it...
