There are 3 versions.
the base is a normally asperated single over head cam with roughly 170 hp. front wheel drive.
The SL version has a normally asperated dual over head cam and has a bit more than 220 horsepower. also front wheel drive. It comes with a fair amount of features standard such as leather seats and active suspension and what not.
The VR-4 is a twin turbo all wheel drive car with about 300 - 320 hp. (year dependent) some models have all wheel steering, active exhaust, and active areo, and what not. (again, year dependant) (most are pretty much gimmicks to sell the car better. the only real useful one in my humble opinion is the active suspension.) The VR-4 is a manual transmission only vehicle. (at least in the states.)
The horsepower ratings are at the engine, not the wheels.
They VR-4s are fairly heavy, with the all wheel drive, and extra gimmicks. they are still pretty quick, despite this and can be modded fairly easily if one wants to.
The engine in all of them is a 6g72. the primary difference being of course the single over head and dual over head cams. the difference between the sl and VR-4 engine is primarily the compression ratio... 10 to 1 versus 8 to 1 in the VR-4.
how fast the car is stock depends on how healthy it is, as most are 10~15 years old now, and have been beaten hard for the majority of there life. a healthy VR-4 is about high 4 to low 5 second 0-60 and typically runs low 14s, high 13s in the quarter mile at about 97~100 mph.
there are a few cheap mods, but you quickly run into a situation where the turbos are to small, and the fuel isn't there to support more horsepower. But the engine is fairly stout.
The transfer case is a weak spot, as any object weighing 3,800 lbs and being launched at 6k rpm will eventually fail. this is something that will need to be checked on a prospective car. There was a recall, so see if it has been done, and even if it has, check for leakage. also, shift through all the gears, as replacing synchros can be expensive.
If you find a good car it will be reliable. if you pick up a "deal" it will need work (most likely expensive) to bring it up to a dependably fast vehicle.
Also look into insurance.
