2011 Spyder Convertible Dim Headlights Help

I recently purchased a 2011 Spyder GS Sport. The lights were very dim while driving at night (HID I believe). My mechanic replaced the bulbs but this didn't help very much, the car is basically not driveable at night. He said the lumen on the light is 3200, 35 watt bulb, and there is no option for a brighter, higher wattage bulb. Wiring seems fine, and no corrosion. I cant believe that i don't have another option. Any thoughts? Thanks

According to official stats, a xenon bulb produces 3000 lumens and 90 mcd/m2, while a halogen light generates 1400 lumens and 30 mcd/m2.*

Is the unit drawing the expected power? Looks like it should take about 3A. Is everything clean? Is it aligned? Is it focused? Poor focus would spread the light out to much. Poor alignment could waste some light where it is blocked. Dirt is obviously a problem.
