Timing tensioner pulley

Im stumped... i bought a 2007 outback a month ago with a blown engine at a really reasonable price. I had gotten a replacement engine for it and i also purchased a timing kit. Everything has been going smooth until i came to replacing the timing belt tensioner pulley. I pulled the bolt out and got the old one off just fine. But when installing the new tensioner pulley, any little bit of tightening i place on the bolt holding the tensioner pulley on, it will not let the pulley swivel freely. The only way i could think of is that to keep the bolt loose when installing the hydraulic that presses against it and then tightening the bolt ever so slightly but that doesnt seem right at all. Please help!!!
