Galant 2001 recirculation buton not working

I have a Galant 2001 and the recirculation button is not working, don't really want fix the button, rather to keep the vent door permanently closed to prevent air from the outside to get in, I live in southern california in a very hot city, so I need to keep the a/c in recycle mode all the time, can anyone tell me how to flip the actuator or even how to block the fresh air inlet?
