Did you do as I suggested?
Pull each relay out individually to try to find out what components stopped working?
That is quite easy to do, without risk of breaking anything.
That will not solve your "Check Engine Light" situation, but will answer your original question.
I don't believe unknown relays and a non-functioning CEL are related.

When I turn ignition on all i get is the fuel in water light showing and the glow plug light which goes off has normal.

Have you looked in the footwells on both sides?

replacing the engine control relay located in the passenger foot well near the ecu

I have looked in the footwells in the passenger side there's only the grey box that's the airbag or glow plugs module.
In the drivers side there's only the fuse box and has we talked last week with them relays above the fuse box .
In the centre I have the dash cover off and can see below the heater controls its the radio then a drinks holder then the ash tray .

This is in the passenger side footwell And when you circle to search see what it comes up with .
Glow plug module or Air bag module

Done all that , it has nothing like that in the passenger footwell No black box and no relay just the grey box
